Are you saying (re: "...no upshift...") that your transmission is NOT upshifting into fourth gear? Not at all?
If so, that's an altogether different problem than any adjustment of the shift cable:
AW-70's and -71's do NOT upshift into fourth gear (actually an overdrive) unless all the ancillary equipment is working properly! That is, the overdrive (OD) relay (beside the glovebox), the OD switch (in the head of the shifter), and a solenoid (bolted into the side of the transmission, not to mention also the fuses and wiring connecting these bits.
If anything is faulty, it defaults to operating like a 3-speed transmission -- which you might be describing here.
Clarify here what you meant to describe as your problem, and then we'll address the right possible solutions.
