740 Emission Test Failure

I just checked the archives on NOx control. Seems the most likely contributors are the cat and air/fuel ratio. My a/f ratio measured 13.4 The NO was 3984 ppm - pass is 1356.
The O2 sensor was mentioned. Where is this and how can you test it ? Does it help regulate the a/f ratio via the ECU?
