I`ve not done one on a Volvo but this sounds the same as most other European column locks.

The pins do usually push inwards against spring pressure to release the lock barrel, but only with the key in the lock and turned to either position 1 or 2 (try both).

On a lot of cars you can change the lock barrel like this without taking the lock off the column.
