slice open the black jacketing and strip it off until you can see unrotted wire,
then solder on good wire and heatshrink with new spades. While the stuff way
inside might be deteriorating, it's the exposed stuff that gets problematic.
Spray electro wash on the terminals, and use dielectric silicone on the mating points.
