WHERE'S THE BOOST!!! 200

1983 244 GLT. Recently sent my 48/42 turbo in for a rebuild and upgrade to a 48/60. Upon return, the vacuum line from the wastegate actuator was plumbed to the compressor housing. I plugged the fitting at the compressor housing and connected the vacuum line back to the stock location. Now, I only seem to be able to get boost halfway into the yellow. By changing the vacuum line routing to the wastegate accuator, did I affect something? Is the wastegate not fully closing under boost? Can the wastegate be adjusted to increase boost? I do see on many turbos that the wastegate accuator is plumbed to the compressor housing. Is this a better setup? Why does Volvo do it differently?
