Charles,

I had a similar problem and spent quite some time trying to figure it out. It ended up being a loose vacuum connection at the flame trap which I fixed with a hose clamp. I looked at the idle motor, the fuel distributor (mine's a turbo), and all the vacuum hoses and connections. In retrospect with all the time I spent trying to find the problem, I would have been more thorough in checking out the vacuum connections first, then moved on to the more complicated things later.
