The circuit board is connected to the instrument cluster assembly. You can remove the entire instrument cluster or just the bulbs if you reach underneath the dash and up to the back of the instrument cluster. Toward the upper center portion of the instrument cluster you will feel two small circular bulbs holders that you can twist to remove them from the instrument cluster circuit board. Replace the bulbs with known working bulbs and see if your problem is fixed. If not then your problem could lie in the fuse box, fuse, wiring, or the dimmer switch itself. Good Luck!
