Fluttering speedometer 700 1989

The speedo on my 89 GL wagon began jumping between 0 and 40 mph rapidly over a period of a few days. And now it has quit entirely.

Is it likely the sender unit on the rear axle or the speedometer head it self that has failed? If it is the sender, are there any tips for removing it from the axle?
