Possesed check engine light 700 1989

My check engine light seems to have a mind of its own, it is on occaisionally but when I decide to check the diagnostics it decides to go off before I get a chance to open the hood- is this somewhat normal - other than the fact its -26 and the car isn't enthusiastic about starting it runs fine
