Well you may have already answered the question- check the black ground wires where they attach to the ground screws in the front sheet metal. Remove and clean up terminals, wire brush the screws, you want good clean metal.
I had a similar problem in our 88, and just kept cleaning the wire terminals in the headlight plugs until everything made contact. Check for 12V across the 2-wire high beam plugs and see what you've got. Mine had a bunch of corrosion in the plugs, and if I recall, they are simply wired in parallel off the lowbeam plugs. If you have power there, you should get it in the other plugs too.
