No start 200 1990

1990 240DL Volvo Ran great until this morning. The car cranks and feels like it wants to start but doesn't completly fire up. It is not a dead feeling crank. I have pulled a wire off the ing coil to check for spark which there is. I also pulled the return line off the fuel rail and cranked to see fuel comming out. Any ideas on where to check next?
