I had problems with my turn signals that appeared similar to your friend's -- turned out that the bulb in the left front turn signal was too small. I haven't a clue as to all the other mysterious things that might be going on, because I did a good portion of my growing up by the light of kerosene lamps, which left me electrognostically impaired. But check the bulbs first, just to make sure the problem does not lie there.
