battery question 700

The low voltage red zone side of meter. When running, which it is not, usually is 3/4 into meter. When turning key to power, before cranking, where should the meter be? and if the meter is reading low is it not powering fuel pump? I hope this makes me seem more clear.

In other words, if my battery is weak, is the fuel pump failing because there isn't enough current?
