Those kick panels actually have three hold-on points.
One is the plastic 1/4 turn "Screw" at the lower rear corner.
Another is a big clip-on thing that clips into a rectangular hole in the firewall end of the panel. You really have to get a flashlight and look hard to find the clip. On the left it's pretty easy to attach. The right side one is up behind the a/c expansion valve and a PITA, more so since the black insulation stuff on the a/c tubing makes you black on contact.
The third is that screw at the upper rear corner. The plastic control panel front has a hole for the bit that surrounds the screw. If that hole is not where is't supposed to be, the kick panel won't want to fit right.
The kick panel itself has a notch rather than a hole.
Get the clip-on thing attached first. Then work on the other two. Sometimes it helps to remove the two screws at the bottom of the control panel cover - might be below the radio lower mount. That way you can move that front cover piece rearward a half-inch or so and get better fitting. No need to disconnect any electrical stuff as long as you move the piece only a little.
