The rusty rim answer could very well be correct. It is more likely to appear on cold weather when the tires' bead gets less flexible and won't seal against the roughness of the rusted rim. Junkyard rims in good shape are cheap, if you can find them.
Alternative is to lay up the car and remove rims, have a tire shop take off the tires and pull the valve stems, and sand or grind the rims smooth (at least at the bead seating surfaces), and repaint. Then remount and balance. This could run up a tire shop charge of $50+.
