I would strongly advise against trying to repair a plastic radiator. 16yrs of thermally cycling was enough to cause that part to break off; the rest will be getting close to landfill status too.
In my opinion, I think plastic radiator is one of the more modern inane engineering ideas.
What I'd do is try to get a used rad from the junkyard--preferably steel. If not, try to find a decent used plastic unit. It's possible you could find an older car that had the rad replaced and is still in decent condition.
I know on my rad there's a date stamped on top.
BTW, this is a temp fix. If you plan to keep the car, save up some dollars for a new rad.
