Yes, they do get bound up, especially if the car shows a lot of underbody rust for whatever reason. I just had to replace the lower one on a '93 that was very rusty on all unpainted surfaces in the engine compartment and underneath the car.
Also had one bind up on an '86. Reluctant to turn, once turned it wanted to stay that way.
IMO, it's a sealed unit and lube either can't get in. Or if it does get in, it's because the joint is really worn, and won't last long.
