Anti Roll Bar Problem 1800

I am(was) in the process of changing over to the IPD bars. As I am easing out the bolt to the "U" clamp, the nut attached inside the frame lets go. Bolt and nut still attached. Can I take off the front bumper and get a wrench in the open end(if it is open) of the frame to unbolt it? The second senario was to cut out the whole section, fabricate a new plate with the bolts welded to the back and then weld the plate in. If there are other solutions, I'm all ears. Thanks.
