My 245 has the 25/22 set up w/GT bars and I use 195/60/15 Yokohama A520's in the summer.
If you go with the 25/22 set up, it will maintain the same handling proportions that exist on the car now, just with less body roll. If you were to go with the 25/25 set up, then you would amplify the POSSIBILITY of oversteer. IPD sway bars will improve road feel and give the impression of a more secure ride, but if one were to pull out skid pad numbers, I'd be surprised if there were any significant improvements as a result of having the bars installed.
I will reinforce that a 200 series Volvo has unbelievably predictable handling qualities. The set up with the brakes and tires you have will already make for a phenomenal handling car. Adding IPD bars and GT strut braces will tighten it up that much more. With all that installed, your 240 would be just downright amazing on the road. If someone lost control of that car, it would be either an unavoidable situation or plain stupidity.
I can't think of a better car to give to a new driver.
