I would start by cleaning the throttle body and the constant idle valve. Then I would adjust the throttle stop and verify/adjust the throttle position switch.
Look for vacuum leaks around the injectors, intake manifold, vacuum lines, etc.
Look carefully at the accordion air hose from the AMM to the throttle body as they tend to have holes worn on them from chafing against objects in the engine compartment. This allows unmetered air in and leans the mixture and causes rough idle and hard starting.
You have one hell of a battery if its putting out 18.85 Volts !!!!!!
