look for corroded or burnt connections at the bulb connection (this being your park and taillight). High resistence is caused by corrosion and heat. Make sure you have the correct bulbs in all those lights (skip the instrument cluster unless you know you have changed those, it would be a wasted effort). The wrong bulb would draw too much amperage and overload the circuit.
I would suspect you don't have any bad grounds or else the circuit would just not light up at all and blow the fuse. however if this is the case, check your grounds for that circuit and make sure they are not loose.
Check the wiring for each light and see if anything is ripped open and grounding that way.
