Ye. No. Maybe...

I think you're totally on the right track. Hall sensors can look fine and not work worth a damn and vice-versa. If the tach is acting on and off like that, and you noticed some funk with the connection....sounds like the culprit. If you are adventurous you could take the disto apart and try re-soldering the connections, or just pay a good shop a little money to swap a new one in.

I've had fun with Hall Sensors!!!
