Two weird '91 745t problems 700 1991

Does the cruise hold various RPMs you set it at, even if the speedometer is sitting at 65 mph for all the RPM values? I don't really know the inner workings, but maybe the pulse directly from the drive train feeds the cruise directly, and the same pulse drives the speedometer, but the speedometer needle itself is sticking.
