O2 Sensor bad or not? 700

Symptoms: "check engine" light on; rough idling and running. Codes say it's related to the O2 sensor. Voltage from sensor to gnd changes from 0.540 at cold, to 0.130, changing gradually as the engine/exhaust heats up. The signal stays relatively stable at the low value when the car is warmed. I pulled off and blocked the vacuum return on the fuel pressure regulator to simulate a rich condition, but the signal did not vary at all. Also, the signal does not fluctuate as it should.

Looks like I need a new sensor, but I hate to replace it if I have another problem. Any comments or suggestions?
