Up and down idle when below 50 degrees outside 1991

I had something similiar on a 91 740 turbo. What worked was greasing all electrical (sensor) connections. What I think happened was a iffy contact from the water temp sensor making it think it was colder than it actually was. So it richened the mixture.
I never checked any further because after that no problems (3 years now).
I never had any fault codes for this.
This happened in our winter (Eastern Canada)
