How can I test it mounted inside the car?

You can force the pumps to run with a fuse-jumper (Left side of #6 to Left side of #5. Both Pumps should run immediately.

To test just the tank pump, remove fuse 5 and put the jumper to the Right side fuse contact, then go back and listen at the tank.

Even if it runs, the short feed hose in the tank may be rotted and making things worse when gas level is below hose level (like maybe 1/4 full).
