Test the holder by pulling it from the clock and jumpering it across the battery with some little wires. If it now lights, the problem has to be in the wiring harness from the back of the tach. or the cluster pins are not contacting the tach sockets properly.
One of those little $15 Radio Shack multimeters is ideal for fault tracing this sort of problem.
