My 142 does not rev past 4000rpms 140-160

Hi, I thought I'd ask the collective brain trust on bb.
My 142s (1972) just won't rev past 4,000. I'm doing about 65-70mph by then and it is so out of breath and sounds lik eit is revving for it's life.
When I got it last summer, had had a new Volvo short block installed about 50,000 nmiles previous by the owner before the guy I bought it from. I beleive the short block was dirrect from Volvo as it has a metal tag riveted to it saying so. I have no idea what cam is in it and it has the HS6 carbs, (not the HIF6 that should be on a '72).
I'm planning on doing the engine in the future but I have to live with it the way it is for now, unless there are any suggestions on things I should look at.
