Having driven mostly e-codes all my life (due to living in Europe...) I must say those US tupperware headlights were scary when I was driving cars with those installed. E-codes put out a lot more light where you need it. I'd say it could easily be the difference between seeing a deer in the distance and braking normally versus firing up the barbeque afterwards.
If you don't have inspection, I doubt properly adjusted (that's important with any light, but even more so with E-codes with their sharp cutoffs) e-codes will get you into any trouble. A properly adjusted e-code doesn't blind and looks stock (in other words it isn't a cop-magnet hotrodder modification).
