You have a wiring diagram and an Ohm meter?
Put the meter on the load side of the fuse socket, turn on the key, it should read less than near zero, ( 1 ohm would draw about 12 AMPS, 0.5- 24A ).
Start disconnecting connectors on that circuit until the meter goes off zero.
Very likely is a pinched wire somewhere I would think, unlikely to me any of the components would fail as a short, but that would be the easiest scenario to check, and the easiest (but more expensive) to fix.
