Um, I'm not understanding the issues.
Here in the states no shop will turn a drum larger than the "book" says it can go. Nearly every place that sells brake shoes can turn a drum.
You may have some difficulty if the scoring is beyond the maximum diameter for the drum. Many places will not even touch it in that condition but some guys can be convinced to "clean-up" the drum and just ignore the bad scores.
If that's the case, you have to decide if it is still worth using.
The standard replacement shoes will work fine.
Bigger issue is typically leaky wheel cylinders and old stretched return springs.
