Exactly what is your car failing on? Is it passing visually and functionally but failing on the monitor portion of the test? If so I can believe it some of the early OBDII Volvos were an absolute nightmare to get the monitors up on. You may just have to take it to the dealer or a Volvo independent shop that does smogs and contract with them to bring the monitors up and do a smog on it. I know it sucks but there are not a lot of options here. Your other option is to keep driving it around in hopes that they will eventually come up. I know that Volvo currently pays 3 hours warranty to do a couple of drive cycles to bring up monitors.
