AS "lucid" says that seems like normal operation for the compressor. The only way to properly charge this system with "normal" tools is to start with an empty system and then add the proper amount of R134. (I guess since it is not R12 you could just vent the system and then recharge since the R134 is relatively cheap.)
Otherwise you would need several temperature sensors in addition to the high and low side pressures plus a computer to analyze all the data in real time.
What is the history of the system? Do you suspect a leak somewhere?
Are you sure the "flapper doors" inside the unit, operated by vacuum motors and the controller, are working properly? Maybe heated air is still being mixed with the cold or the heater valve isn't working correctly.
