There is a black/white wire and a blue/red (I believe) wire

You are on the cruise control "drop out" switch.

The brake switch is up higher (sorry), with green/yellow wire in from fuse 4, and yellow/brown out to the Bulb Failure Sensor (which could also be your problem)
