To me this suggests two things (if it consistently starts & runs with pumps jumpered):
1) The ignition works when the fuel is there.
2) The fuel relay:
(a) could be bad
(b) may not be getting the required ground pulses from Coil #1 (red/white wire)
(c) may not be energizing due to corroded/weak contacts at fuse 13
(d) may not be getting pump voltage due to corroded/weak contacts at fuse 7
When you jump the fuses, you are putting a solid +12V from fuse 7* to fuse 5, which is where the fuel relay puts it (on the LEFT/input contact). From there the voltage goes directly to the main pump, and also thru fuse 5 to the tank pump.
* Any fuse, 6 thru 10 will work. They are all common on the hot/left side, which is where I recommend connecting the jumper (so you are temporarily bypassing the fuse also). If the fuse 7 contacts are OK, jumper from the Right side and you duplicate the normal circuit, jumping over the relay.
