what am I missing?

I recently completed swapping a low milage 90 740 B230F into a high milage 92 240. I used the intake manifold, and complete engine management from the 240. It has a new timing belt, downpipe, cat. It won't start. It acts like its not timed correctly, but I've checked and rechecked it. I've got spark,fuel, injector signal. What am I overlooking?
