How do I remove the dash board on a 144? 140-160 1968

I have even been able to grasp the threaded portion of the bolt with vise grips from the top side of the connection and get them loose that way. Done this a few times and haven't damaged anything.

I have replaced the shear bolts with conventional bolts afterwards.
