The only way I have ever been able to get it off is to remove the turn indicator switch. As for your horn, you may need a new rubber washer-like thing that goes in there. The pupose of the rubber washer is to keep the horn ring from grounding until you press on it. It then compresses and the horn ring grounds and hopefully the horn honks.
I have a 122 and a 544 and on both of them I have trouble keeping the horn and turn indicators working properly. I clean them up and they work for a while, then I have trouble with them again. For this reason, I have been eying some aftermarket steering columns, that have their own horn and turn idicators built in. So far I have resisted the temptation, because of the extra work in connecting a new column to the Volvo steering box.
