Try splitting up your problems into two different posts with relevant subject headings. I think you'll get a better response.
The fuel pressure regulator is the round thingy on the front of the fuel rail and is not adjustable. You might pull the vacuum hose to it and smell for the presence of fuel to see if maybe the diaphragm in it is broken, but honestly that's probably not your problem. If your fuel tank was indeed rusty for sure you'll want to replace the fuel filter even if you see fuel coming out. The FI system needs a lot of pressure and you'd at least want to do a flow test to see if indeed you are getting enough fuel. But I would replace the fuel filter no matter what.
