Hmmm... I do recall companies putting in a seatbelt switch such that no seatbelt, no start... but it was decided it wasn't a good idea and disabled the system under a recall. Perhaps that wasn't done...>?

But, I think that happened later than '74. But it was around that I think.

Or maybe you got a bum switch, though it seems odd that two would behave so similarly.
