"Your friend's suggestion that you... "put the nuts back on the bolts to the point they are level with the end of the bolts (to protect the threads) and try punching them out"... may very well work. I had tried this, but the bolts did not budge"

This gives me an idea. Your original reply said that bi-metalic corrosion occurred between the aluminum block insert and the steel bolts.

The aluminum is a better conductor of heat than steel...if I used a small propane tourch and heated the aluminum block, it would expand faster than the steel. "Perhaps" breaking the corrosion if I banged away when the insert was still hot. Maybe.

Seems to be worth a try, if I don't burn the car up.

Question. Did you try heat before banging away?
