Other than the strainer it may be a bit of crud in the tank covering the inlet. Dumping a little fuel may flush out your trouble (wear gloves and eye protection).
There is a possibility that the small section of fuel hose between the hard line attached to the chassis and the pump is rotten and swollen nearly shut.
