the jumped timing issue turned out to be an error in my perception of what was happening. i didn't realize that once the motor is turned over even once, the timing marks won't again line up correctly. i misread the lines being off their marks as being "out of time"

Jumped timing belt? Check cam and distributor timing. When the line on the rear timing belt cover lines up with the dot on the cam sprocket, the engine should be at 0 degrees and the distr pulley timing dot should line up with its little line, too (nmi) [200]
