Bingo... you got it Ron.
I actually took a bolt off the back bumper figuring they might have been the same. I took that bolt to the front and it seemed like just the right size and that it would start to thread, so I then took it to my hardware store for a match and four new bolts for the front. The person that helped me there however zeroed-in on a 1/2" NC bolt, which confusalated me. I thought that since it was a Volvo, everything would be in metric. I remembered that the back bumper did not have threaded holes in the frame (just holes with a nuts on the other side), so I began to think that some previous owner had replaced them with different bolts.
So... it's back to the hardware store for new 1/2" bolts.
Thanks also Walrus.... wish I could afford a reamer/tapper set. It IS rusty and dirty in there.
So... why did Volvo use some UNC bolts rather than all metric? Seems strange to me.
