I have often found that in putting the board with the little plannetary set back into position, the gears don't mesh. I believe the most common practice is to locate everything on the board, then fit it to the meter. Several times I've found the only way to get thing aligned is to do it the other way around. Take the gearset off the board, fit it carefully into the meter, then locate the board and motor drive gear into that. Also, double check to be sure all the driven parts are free before you put the board and drive back on the unit. Sounds like you did that, but I've found the whole thing can be very deceiving. Seems like everything is free, but you turn something three or four teeth, or turns by hand and suddenly you find another sticking point! Tiny grains of dirt can really do a number in there, what with the grease. Oh, here's a tip from a friend in the polymers/plastics industry: Find a vegetable based lubricant for the gears!

If all is well, your next step, as Dave Shannon suggests, is to swap out the entire board with another. Just a couple of solder points. After that, dump the meter and hit the yards.
