Where to start?/
Well, first of all, I would check the resistance across the positive and negative wires on the old main fuel pump. If it is not the same reading as placing the meter wires together, then it is not shorted and will not cause an excessive draw on the system. Check the new pump the same way. The resistance should be close to the old one provided that it isn't shorted out (same reading as touching the two meter wires together.)
Turn on the key, turn on the headlights, jumper the fuel pump to run. If the headlights dim excessively, the pump should be replaced. Personally, I would go back to the original pump as a datum point(provided it is not shorted)and trouble shoot from there.
I hope it helps, kind of hard to troubleshoot from a desk chair.
