? About Fuse #5 - ? 200 1989

About Fuse #5:

We have (2) '89 240s.
I considered using Fuse #5 to run the power windows.
I put a voltmeter to fuse #5 in the one I drive and found no voltage on either side of the fuse holder (no fuse installed).

I grounded to the voltmeter to the clip at rear of shift lever box, this ground has worked for other voltage tests.

Is this normal? I thought I'd find 12V at fuse #5.
