To answer your question—yes. That's according to Bentley, and Haynes of course.

I don't have any Volvo documentation on this, but my Regina FI fault tracing manual seems to imply that weak signals (talking about the MAP sensor—no AMM in Regina FI) will set 1-2-1, but not set the Check Engine light unless a total loss of signal is detected.

That may just be my interpretation of how it translated into English, though.
