tps maybe? 700

hey guys,
ok so I am thinking possibly tps failure..I played with the throttle linkage, even disconnecting the plastic rod and manually trying to adjust it but no luck with the idle, still at an obnoxious 3000 rpm..not so great. I THINK that the way to test the tps is to gently move the throttle and see if I hear a click..no click was heard..i removed the switch, and moving the little rotating cuff of the switch itself, if I turn it all the way one direction, I hear a small click, but no click on the other direction of the switch..I believe that there is supposed to be two clicks right? anyways..does it sound like I am on the right track with this? Thanks alot..
