What is this part!? 700 1990

Hi, i have a 1990 740 GL and I can't figure out what this is, part of the cruise control? (mine doesn't work)

And also what the blue wire goes to, you can see the black is the ground, but the blue doesn't go to anything.


I really would like to know what this part is.
